Budget Presentation Receives Rave Reviews and Another Award

International Association Reviewers Praise ‘Model’ Presentation

Rockville, Md., Oct. 26 – The City of Rockville was honored for its budget document by the Government Finance Officers Association of the United States and Canada (GFOA) with a Distinguished Budget Presentation Award for the 26th consecutive year.

The annual award is for the budget for Fiscal Year 2017, which began July 1 and ends June 30, 2017. The award recognizes state and local governments for the preparation of high quality budget documents that reflect the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting. The guidelines assess how well a government's budget serves as a policy document, financial plan, communication device and operations guide.

Rockville’s budget document received the GFOA’s highest ratings in four areas: strategic goals and strategies, priorities and issues, performance measures, and understandability and usability.
Budget documents are reviewed by GFOA professional staff members and by outside reviewers with experience in public sector budgeting. Reviewers complimented the budget’s clear presentation and detailed information and, in one case, said they planned to use parts of the presentation as a model when preparing their next budget document.

“Best presentation on the impact of the capital projects on the operating budget I’ve seen,” one reviewer wrote. “I’m using this as a model.”

Another reviewer called the presentation “outstanding” and praised its “smart and effective use of graphs throughout the budget to complement narrative and financial detail.”

The award reflects the city’s commitment to the highest principles of government budgeting and its standing as a leader in budget format and presentation for local governments.
