Planner Ann Wallas and David Levy will provide overview of City’s Comprehensive Plan update and HDC’s role in process

Planner Cindy Kebba will provide review of recommendation actions from the 2002 Comprehensive Plan Historic Preservation Chapter

Architectural Historian Intern, Joanna Hall will provide update on inventory and HBS database.
  
Preservation Planner Jeff Winstel will present 3 recommended alternative processes for HP staff and HDC to determine list of properties potentially eligible for designation.  These properties will comprise those the HDC recommends for full evaluation prior to consideration of demolition permit.

 D.  Constituency and External/Internal Customer Relations 

Planner Robin Ziek will lead a discussion on advocacy, with citizens and other City boards and commissions and elected officials.  Discussion will include Historic Preservation’s role in advancing the Mayor and Council’s Vision Statement 2008-2010.

 E.   FY 2009 Historic Preservation program Work Plan Goals, Objectives, and Actions

Planner Jeff Winstel will present work plan for FY 2009 including Cost Center objectives, performance measures and information on program trends over the past 5 years.

Maryland law and the Historic District Commission's Rules of Procedure regarding ex parte (extra-record) communications require all discussion, review, and consideration of certain matters take place only during the Commission's consideration of the item at a scheduled meeting.  Telephone calls and meetings with Commission members in advance of the meeting are not permitted.  Written communication will be directed to appropriate staff members for response and included in briefing materials for all members of the Commission.

To assure a timely hearing for the full agenda, at the discretion of the Chair, speakers are asked to limit their testimony to the following:  5 minutes for the Applicant; 3 minutes for individuals, and 5 minutes for representatives of groups.  

The qualifications of the members of the Historic District Commission and staff are available for inspection at City Hall during normal business hours.  

When a Consent Agenda is used, it is considered preliminary and does not preclude any person the right to request that a public hearing be held and/or to present testimony concerning any application on the evening of the advertised HDC meeting.

Commission meetings are televised live on the Rockville Channel [TRC 11], starting at 7:30 p.m.  The meetings are then re-televised during the month on Sundays (8:30 am), Mondays (12 midnight), Wednesdays (1 pm), 3rd and 4th Thursdays (8 pm), and Thursdays (12 midnight).
