Online Bill Pay for Utility Payments
The City of Rockville Online Bill Pay for Utility Payments was upgraded to Advanced Bill Presentment in October 2012. Govolution, a company that focuses on payment solutions for government entities now provides this service for Rockville's utility customers. Online bill pay can be easily accessed through Govolution for all accounts.

Customer Responsibilities
It is the customer's responsibility to pay the utility bill regardless of receiving the E-bill. It is also the responsibility of the customer to notify the Revenue Division at 240-314-8420 if the email address has changed. Customers need to ensure that their email account does not place the E-bill into a spam folder.

Will I be required to set up my own user id and passcode?  Yes.  You simply setup a user ID and password for easy access to your selected accounts.

Will I be able to set up automatic payments?  Yes.  You can setup automatic payments via the Advanced Bill Presentment Web site.

When will my online balance reflect my payment?  The Online Bill Pay Web set will show all payments the next business day.

What is the latest I can pay online on a given day for my payment to be reflective the next business day?  Payments must be made by 7:30 p.m.  On the day before a cutoff of water service, the online payment will need to be made before 7:30 p.m. to avoid the next day's water service shut off.

Online Bill Pay How To

  • Go to the Govolution website for all accounts.
  • Register the account by choosing either commercial or residential account via the Bill Type drop-down box.
  • Type in the utility account number and the service address.
  • Follow the instructions to setup your account profile.
  • Click on Check to Pay for the account to make a payment for, fill-in the dollar amount, and click on Next.
  • For residential customers, you will have the option to pay by credit card or debit card, personal check or business check. For commercial customers, you will have the option to pay by personal check or business check. Choose the method of payment.
  • Depending on which method of payment is chosen, fill out all appropriate fields and click submit.
  • A screen will appear to confirm that all information is correct. Review and submit.
  • The next screen will confirm the amount being paid. Once submit is clicked, the payment will process.
  • A payment confirmation screen will appear that the customer may print it for their records.
