Transforming Rockville Town Center

 

Library

Serving as the North anchor of Town Square, the
new Rockville Library has entrances on both Town Square Plaza and Beall Ave and opened in November 2006.

  • Two stories (approx. 71,500 square feet) with 3rd floor offices (approx. 27,000 square feet).
  • Contains general, special needs, business and ethnic collections.
  • 3rd floor includes administration for County
    Library system, the County Geographic Information Systems office and the County Human Rights Commission.
  • Total Cost = $28 million.

Parking Garages

Four new parking garages were built in Rockville Town Square. Three garages have public and private components. One is entirely private. The three public garages are indicated by a “P” symbol:

The Maryland Ave. Garage contains 276 total spaces (122 public, 154 residential). Its entrance is across the new section of Maryland Ave. from the Town Square Plaza.

The 355 Garage contains 865 total spaces (627 public, 238 residential). It can be entered from N. Washington Street between E. Middle Lane and Beall Ave., and from E. Middle Lane westbound between Gibbs Street and N. Washington Street.

The N. Washington Garage has 547 total spaces 224 public (323 residential). Its entrance is from Hungerford/355 Southbound just South of Beall Ave., and from Maryland Ave. just South of Beall Ave.

The fourth garage, inside the Fenestra Apartment building, contains 250 residential spaces.

  • Parking is paid through “Pay by Space” parking system where users pay at pay stations located on every level in each garage and in garage lobbies. After entering space number and amount of stay, payment is administered via coins, bills or credit card.
  • Fee will be $1 per hour from 7 a.m. – 10 p.m., Mon-Fri. 
  • A state-of-the-art signal park system will direct drivers to available parking spaces by use of directional signal lights over spaces indicating whether spaces are available (green light signals availability, red light shows that the space is occupied). Signs at the garage entrances and off site will indicate whether spaces are available in each garage. Blue lights will designate spaces for people with disabilities.
  • Two 5-minute book drop spaces are located on Maryland Avenue immediately next to the Rockville Library’s book drop slot.
Town Square Plaza

 

 

 

 

A 22,000-square-foot public Plaza is the focal point of Town Square.

  • This open space is the center of the city and
    provides an area for public events (e.g.,
    Hometown Holidays, Rockville Music
    Festival, etc.).
  • Convenient pedestrian thoroughfares for all
    Town Square elements.
  • Encourages seating and gatherings.
  • Contains performance stage and water feature.

Arts and Innovation Center

 

This five-story building, located on Gibbs Street, includes restaurants, retail, VisArts, The Rockville Innovation Center and the Rockville Rooftop Terrace.

  • The ground floor contains two restaurants, a hair salon and VisArts retail featuring museum-quality original artwork and fine crafts as well as objects and books related to exhibits from the VisArts second floor galleries.
VisArts at Rockville

VisArts at Rockville, or the Metropolitan Center for the
Visual Arts at Rockville (formerly Rockville Arts Place) is
on the second and third fl oors. Currently, it is scheduled
to open in September 2007.

  • VisArts contains a main gallery featuring national and international high-quality works, a community gallery for local and regional artists and a children’s gallery for hands-on discovery.
  • VisArts is free and open to the public during normal business hours, evenings and weekends.
  • The second floor houses between 13 and 18 artists’ studios as well as a visiting artist. It also contains a 2,500-foot events room, which includes an open area for lectures and meetings as well as a catering kitchen to support special events.
  • The third floor contains teaching studios for ceramics, glass, printmaking, woodturning, painting, drawing, photography and children’s art, as well as a digital lab for film and animation, a darkroom for black and white printing and administrative offices.
Rockville Innovation Center

Rockville Innovation Center (RIC) is a business incubator located on the fourth and fifth floors. RIC is a space that will house approximately 30 start-up companies with a healthcare/bio informatics focus as  well as international companies seeking to set up their  first U.S. offices. Traditionally, companies tend to spend 2-4 years in incubators before “graduating” and moving to local commercial office space.

  • Operated by the Montgomery County Department of Economic Development.
  • Programming is provided by Montgomery County’s Innovation Center Network.
  • 55 total offices
  • RIC provides lease flexibility to its tenants as well as some shared amenities such as reception, conference, and workrooms.
  • Tenants also have the opportunity to take advantage of programs that teach business skills and offer support with licensing, intellectual property, financing and other issues.
Rockville Rooftop Terrace

The Rockville Rooftop Terrace is available for rent from
April 15 through October 15 and serves as an event space.

  • This space accommodates up to 250 guests and includes a catering kitchen, and restrooms.
  • The Rooftop Terrace is available to private groups or businesses, non-profit groups and Rockville residents.

Residential

Town Center offers 644 residential units (96 are MPDUs,) above first-floor retail.

  • RD Rockville, LLC owns and sells the condominium units in the Palladian.
  • CIM Group owns and controls the 492 apartment units (the Fenestra, the Lunette, Block 4). 
  • RD Rockville’s affiliate, Realty Management Services, Inc., provides property management and leasing services for all residential units.
Businesses & Retail

There are approximately forty-six restaurants and businesses located on 185,000 square feet of space in the New Town Center.

  • 14 retail stores
  • 23 dining and entertainment establishments
  • 8 service-oriented businesses
  • One 30,000 sq. ft. Grocery store opening over the summer, between Middle Lane and Beall Ave.

  Public Art

 

Nine art projects and one tribute to William Gibbs are featured in the New Town Center. Three finalists are also developing future art proposals. Artwork is funded from a public-private partnership.
