  1. Expedited Requests
    The Permits & Inspections Division does not presently have sufficient staffing levels to consistently meet published target review timeframes for expedited requests. To ensure the division can adhere to the CPDS Customer Bill of Rights and deliver the best quality service to all of our customers, the following measures are being implemented, effective Monday, June 12, 2023:

    1. The “Quick Start” program is temporarily suspended. No applications will be considered for Quick Start until further notice.
    2. Requests for expedited review of plans will not be accommodated until further notice.

  2. Building Permit and License Fees to Increase
    The Mayor and Council have voted to restructure and increase building permit and license fees to address growing expenses from development-related city services and the cost of new efficiency-oriented technology. The increases apply to all permits and licenses applied for after July 1, 2023. View the fee schedule or learn more about the fee increases.

Both commercial and residential properties in the City of Rockville are required to obtain permits before starting construction projects related to electrical, plumbing, mechanical, structural work and more. 

Work in or adjacent to the public right-of-way or impacting trees or stormwater facilities also requires permits.

Most permits also require one or more inspections before work is considered complete and final. Construction in Rockville is regulated by the city’s Municipal Code and Charter and Maryland Fire Prevention Code, among other codes and regulations.
