The City of Rockville reviews development and zoning applications to ensure they comply with the regulations of the City Code and Charter and address the needs of the surrounding community.

The Rockville 2040 plan envisions Rockville as a vibrant, multicultural, and socioeconomically inclusive city with distinct neighborhoods that are supported by a strong local economy, a healthy natural environment, and a desirable quality of life founded on a responsive government.

Development review is a general term for a city’s various procedures to review proposed developments and ensure they comply with the city’s regulations. These include land uses, engineering, utilities, transportation, stormwater and sediment control, and tree preservation to achieve consistent design of the site and related public infrastructure.

As outlined in the Rockville Zoning Ordinance and the CPDS Customer Bill of Rights, the city works with surrounding property owners, businesses, and the applicant during development review. These procedures govern all development projects except single unit, detached residences.
