The City of Rockville reviews development and zoning applications to ensure they comply with the regulations of the City Code and Charter and address the needs of the surrounding community.

The Rockville 2040 plan envisions Rockville as a vibrant, multicultural, and socioeconomically inclusive city with distinct neighborhoods that are supported by a strong local economy, a healthy natural environment, and a desirable quality of life founded on a responsive government.

Development review is a general term for the city's various procedures that ensure that proposed developments meet this vision by complying with the city's regulations, including zoning, engineering, utilities, transportation, storm water, sediment control and tree preservation. These regulations are intended to ensure health and welfare of the public by maintaining adequate public infrastructure and providing a high-quality built and natural environment.

As outlined in the Rockville Zoning Ordinance and the CPDS Customer BIll of Rights, the city works with the surrounding property owners, residents, businesses and the applicant during the development review process. These procedures govern all development projects except single unit, detached residences.
