Housing & Community Development
The Department of Housing and Community Development (HCD) plans and implements activities that seek to increase the city’s affordable housing supply and ensure fair and equitable relations between landlords, tenants, common ownership communities, and their members. HCD strives to maintain existing housing stock in safe, habitable conditions through its Community Development Block Grant (CDBG) Rehabilitation programs, utility payment assistance to prevent utility shut offs, and rental assistance to prevent eviction. Moreover, HCD offers comprehensive and wraparound social services that include counseling and mental health services, referral services to food supply, mentoring, and other self-sufficiency programming for City of Rockville residents.

City staff helps locate human service resources that provide financial assistance, housing and temporary shelter, emergency food, childcare, treatment for drug and alcohol abuse, health care, mental healthcare and other services. - Educational Seminars
City staff provide seminars on a broad range of topics, including, financial empowerment, affordable housing, accessing social services, social and emotional issues for school age children, substance abuse prevention, bullying, conflict resolution, and coping with stress.
