Provisional Ballots

A provisional ballot is issued when we are not able to determine a voter’s eligibility on the spot and additional research is needed. Provisional ballots are issued when a voter Same-Day registers (because the voter has not yet been verified), when our records do not show a Rockville address for the individual or when a voter comes to the Vote Center because the voter does not remember whether they signed the ballot envelope.

We do not want to deny any eligible voter the right to cast a ballot. However, we want to make sure that no eligible voter casts more than one ballot.

If you have tracked your ballot and we still have not received it on Election Day, Nov. 7, 2023, you can come to the Vote Center at City Hall from 7 a.m. - 8 p.m and complete a provisional ballot. Your provisional ballot will be counted only if we do not receive the original ballot.
