Utility Permit

Any person must apply for and obtain a utility permit from the city to work within a city public right-of-way or easement, in the corporate limits of the city, to install, maintain, or connect any utility, including but not limited to: gas, electric power, telephone lines, telecommunications lines, antenna, and cable television wires. 

Tips:

  • Don't start work without an approved permit. A violation could result in a code enforcement violation with a penalty fee.
  • All construction projects must adhere to Chapter 21, City Code
  • The Department of Public Works has electronic engineering records available for request. Request records online.

Gather Materials

Review the submission checklist for required items and supporting documents.

Complete the Application Online

Tell us about your project and what type of work you will be doing and submit your plans and completed checklist.

If you are unable to submit online, contact pw@rockvillemd.gov.

Apply for Permit

Submit Plans

After we process your application, you will be assigned to a reviewer who will contact you with any questions or updates regarding your submission.

Make Payment

If no drawdown account or monthly billing is already set for your company we will provide you with the appropriate method to submit your permit fee (check or credit card).

Check Status

Your assigned reviewer will review your utility plans. Typical review time for first submission 1 week. When the review has been completed, you will get an automated email saying your application has been approved and an email with a copy of your permit. If you need to make corrections, you will get a link to upload your resubmission

Schedule Inspection

The permit will have instructions to set up a Pre-Construction Meeting with the utility permit inspector and the forester if applicable.
